United Church Homes Completes RAD for PRAC Conversion at Capitol Station, Preserving Affordable Housing for Seniors

Capitol Station
Indianapolis, IN (Mar. 24, 2025) United Church Homes (UCH) is proud to announce the successful completion of a Rental Assistance Demonstration for Project Rental Assistance Contract (RAD for PRAC) conversion at Capitol Station, a 50-unit senior housing community in Indianapolis, Indiana. This milestone ensures the long-term preservation and enhancement of affordable housing for low-income older adults, reinforcing UCH’s mission to provide safe, sustainable and high-quality housing to those who need it most.
The RAD for PRAC program, administered by the HUD Office of Recapitalization in partnership with the HUD Office of Multifamily Housing, enables Section 202 PRAC properties to convert to Section 8, unlocking new financing opportunities for essential rehabilitation and modernization. By participating in RAD for PRAC, UCH was able to secure critical funding to revitalize Capitol Station, ensuring its sustainability for years to come.
“For more than four years, this project has been in the works, and today, we can confidently say that the true beneficiaries of this effort are the residents of Capitol Station,” said Ken Young, President & CEO of United Church Homes. “This program has allowed us to reinvest in the property and enhance the quality of life for older adults who depend on affordable housing. We remain committed to preserving and expanding access to affordable housing, ensuring that our most vulnerable have a safe and supportive place to call home.”
The 4% Low-Income Housing Tax Credit (LIHTC) RAD for PRAC rehabilitation at Capitol Station includes an extensive scope of work to modernize and improve the property’s safety, accessibility and energy efficiency. UCH will invest over $120,000 per apartment to upgrade critical infrastructure while also enhancing residents’ daily living spaces. These improvements include HVAC system replacements, accessibility modifications, energy-efficient upgrades, and new electrical and plumbing systems, along with extensive interior renovations such as new flooring, cabinetry, appliances and fully updated kitchens and bathrooms.
“This transformation isn’t just about preserving a building—it’s about creating a home,” said Kevin Deegan, UCH’s Vice President of Corporate Ventures. “Every detail of these renovations was designed with the residents in mind, ensuring that Capitol Station remains a safe, modern and welcoming place to live.”
“This project was about more than just bricks and mortar—it was about people,” said Dan Fagan, Vice President of Care and Housing at UCH. “Every upgrade—from new kitchens and baths to accessibility improvements—was made with residents’ comfort, safety and dignity at the forefront. This investment ensures that Capitol Station will not only stand strong for years to come but will continue to feel like home for those who live here.”
United Church Homes continues to advocate for sustainable solutions that protect the nation’s most vulnerable populations. The completion of the Capitol Station RAD for PRAC conversion underscores UCH’s commitment to innovative housing preservation strategies and ensuring that older adults can age with dignity in quality, affordable homes.
